Newark Public Safety Director Anthony F. Ambrose has announced a woman
from Newark has been arrested for an incident of child endangerment after allegedly confining a 12-year-old
boy she was fostering to a bedroom, and had him chained to a fan.
According to Ambrose, police responded Thursday just
after 10:10 a.m. to a residence in the 500 block of Clinton Avenue on a
wellness check of a 12-year old student.
Ambrose says responding officers located the boy confined to a bedroom
and tethered to a fan by chains and padlocks.
The boy was transported to University Hospital for evaluation. He was
subsequently released to the custody of the New Jersey Department of Child
Protection and Permanency.
Wanser E. Brown, 66, of
Newark, faces two counts of endangering the welfare of a child.
