Officials: Former NJ guardsman arrested for at least the 4th time for 'upskirting' women at stores

Officials say a former member of the New Jersey Army National Guard has been arrested for at least the fourth time for taking pictures and videos up the dresses of women at stores.

Officials: Former NJ guardsman arrested for at least the 4th time for 'upskirting' women at stores
Officials say a former member of the New Jersey Army National Guard has been arrested for at least the fourth time for taking pictures and videos up the dresses of women at stores.
According to officials, Stephen G. Grogan, 42, was arrested in Union Township -- three weeks after following a woman around a business on Route 22.
Officials say Grogan left the store when the woman confronted him, but she was able to get his license plate number.
He remains held in the Union County jail.
Back in 2018, Grogan was a member of the New Jersey National Guard when he was charged with two counts of voyeurism in Utah.
