Eight businesses received citations for not wearing masks or other personal protective equipment while serving customers.
Officials say that kind of behavior shows a complete disregard for spreading the virus.
Newark initiated a citywide lockdown that went into effect Wednesday at 8 p.m.
The order put a curfew on parts of the city and specific hours when non-essential businesses need to close by.
