A Highland Falls woman is presumed to have drowned in floodwaters Sunday amid heavy rains across the region, Orange County Executive Steve Neuhaus told News 12.
Neuhaus declared a state of emergency due to severe storm flooding in the county.

He says the woman was trying to escape her home at the time of her presumed drowning.
Neuhaus says every road into Highland Falls is blocked or washed out – creating a problem for first responders and emergency help. He also says there are multiple power outages.

The county executive says crews are trying to evacuate senior citizens who are trapped in their homes.
He has reached out to Gov. Kathy Hochul for assistance.
Neuhaus says residents should stay in their homes unless they are in immediate danger.
