A report by the New York Times claims as few as three aircraft controllers were scheduled to work Monday night at the facility guiding planes to and from Newark, the FAA said there were far fewer than the target of 14 controllers for most of those hours.

Just yesterday, the FAA announced they are "certifying air traffic controllers faster while reducing costs by installing more tower simulation systems (tss) across the nation." They said expanding the number of TSS will help work towards Transportation Secretary Sean Duffy's plan to supercharge controller hiring — so far there are 111 standalone tower simulators at 95 sites across the country
When asked about the shortage — the FAA replied to News 12 saying,
"If daily or per shift staffing levels are low, the FAA ensure safety by implementing traffic management initiatives, such as slowing the flow of aircraft into an airport."
Meanwhile the FAA says they have 10% fewer air traffic controllers at Newark airport following an incident last month. Five controllers took trauma leave after they lost radio communication and radar contact with several planes on April 28. Trauma leave lasts 45 days, since then there have been two more communication outages.
