Patrick Connors, of Total Paving and Masonry, was taken into custody after police investigated complaints from homeowners who reported being overcharged and left with damaged driveways.
One homeowner told police that the company increased the price of its services by thousands of dollars and left their driveway completely damaged.
Connors is facing multiple charges, including operating a business without a license.
