Cellphone video released by the Monmouth County Prosecutor's Office appears to show someone in the car saying "floor it" during the chase.
The BMW slammed into a black Toyota, killing 23-year-old Evan Fiore and 21-year-old Kiley Armstrong.
Martinez, now 18, is charged as an adult with vehicular homicide and aggravated assault.
Prosecutors say he was driving drunk and without a license, and that he ran a red light.
Passengers Jake Beauchamp, 20, and Ryan Rivera, 18, are also charged with vehicular homicide, hindering prosecution and suppressing evidence.
The three are scheduled to appear for an early disposition conference at the Ocean County courthouse.
