The Port Authority of New York and New Jersey is on the defensive after some confusion over how it will spend money from a recent toll increase. The agency initially said much of the cash would go to cover reconstruction costs at the World Trade Center site. AAA chapters in New Jersey and New York claim federal law makes that illegal. In response, the agency claimed in its court filings that all of the toll money would only go to transportation projects. So which is the truth? The answer may come next week when a federal court judge in Manhattan hears arguments in the case.
