Paterson officials are trying to rebuild the historic Hinchliffe Stadium.
The stadium was built in the 1930s and was used for New Jersey’s Negro League baseball teams. But the stadium has fallen into disrepair.
Paterson Mayor Joey Torres says that the city is looking to use the Revenue Allocation District (RAD) program, which was created by the State Legislature 15 years ago.
The RAD program would use tax revenues from properties within its boundaries to pay off the debt incurred for redeveloping the stadium.
Torres says that the city has big plans for the stadium.
"It’s threefold… It's to support the athletic program for the Board of Education. It is to support the recreational needs and cultural needs of all the residents of the city of Paterson and then…the goal is for that field house to eventually become the New Jersey Hall of Fame or the Negro League Museum,” Torres says.
The mayor says that the council and the Board of Education have to accept the business plan for it to move forward. 
The stadium was designated a national and local historic landmark in 2013.
