15h agoA 21-year-old Rutgers student has been arrested after a yearlong search for a naked man seen performing lewd acts on the Rutgers campus and at an apartment complex in South Brunswick.
Jihad Goines is facing charges, including criminal sexual contact, in connection with a dozen incidents.
Prosecutors say he was seen wearing only a ski mask while harassing people at a Rutgers library in Piscataway and at the Royal Oaks apartment complex in Monmouth Junction.
