Driver arrested after covering license plate with socks in tunnel toll scheme

A man was arrested in Manhattan after using socks to cover his license plate and avoid paying tolls at the Holland Tunnel, Port Authority police say.
Police said Dwight Bartley drove through the tunnel Friday with socks stretched over his plates.
It turns out, it may not have been his first time, since police say he owes more than $18,000 in unpaid tolls.
Port Authority officers arrested him on the spot.
