Man admits driving impaired in Toms River crash that killed construction worker
Prosecutors say Douglas Smith had a .151 blood alcohol level and multiple drugs in his system when he struck and killed Allen Adams in a construction zone.

A Lakehurst man has pleaded guilty to vehicular homicide in a 2025 crash that killed a construction worker in Toms River, according to the Ocean County Prosecutor's Office.
Douglas Smith, 52, pleaded guilty Monday in connection with the death of Allen Adams, 50, of Lumberton Township. Prosecutors said they will seek a 10-year state prison sentence when Smith is sentenced Oct. 23.
The crash happened around 1 a.m. on July 31, 2025, near Lakewood Road and Raymond Avenue. Prosecutors said Adams was working in a construction zone on Lakewood Road with machinery equipped with flashing amber warning lights when Smith, traveling north, struck him.

Adams was taken to Community Medical Center in Toms River, where he was pronounced dead.
Police found Smith's vehicle just north of the crash scene and said he showed signs of impairment. A blood sample obtained under a court-authorized warrant showed Smith had a blood alcohol concentration of .151, according to prosecutors. New Jersey's legal limit is .08.

Prosecutors said cocaine, fentanyl and methadone were also found in Smith's system.
Smith was initially charged with driving while intoxicated and reckless driving and was later charged with vehicular homicide. He was arrested Sept. 3, 2025, at a Toms River residence and has remained in the Ocean County Jail since then.
