Plainfield schools launch 'Phones Down, Minds Up' initiative ahead of statewide cellphone ban

Plainfield Public Schools has unveiled its new districtwide device policy, "Phones Down, Minds Up," to prepare families and staff for New Jersey's upcoming statewide ban on personal electronic devices during the school day.
The plan was presented to the Plainfield Board of Education by Director of Student Services Denise Shipman ahead of the 2026–2027 school year.
Under legislation signed earlier this year by former Gov. Phil Murphy, all New Jersey public school districts must restrict student access to personal internet-enabled devices from kindergarten through 12th grade during school hours.
Starting this fall, K-12 students in Plainfield will be required to turn off or store their personal electronic devices upon arrival and collect them at dismissal.
Depending on grade level and individual school procedures, devices will be stored in:
Classroom caddies
Designated student lockers
Homeroom phone lockers

“We wanted to make sure that when this policy takes effect, our students, staff, and families feel prepared,” Shipman said during the presentation. “Clear expectations and consistent procedures are what will make this successful across the district.”
District officials emphasized that accommodations will remain in place for students with approved medical needs, Individualized Education Programs (IEPs), Section 504 Plans, or specific caregiver responsibilities permitted under state law.
For safety and everyday contact, parents can reach their children during school hours through their school’s main office. Additionally, families and students will use the district’s ParentSquare and StudentSquare communication platforms to connect with staff and guardians when appropriate.
“By limiting distractions during the school day, we're creating more opportunities for our students to learn, collaborate, and simply be present,” said Acting Superintendent Dr. Elizabeth Filippatos. “This isn't about taking something away from students. It's about giving them more of what matters most.”
