A proposal to build a shopping center in Throgs Neck is creating a lot of concern over traffic problems in the area.
Target and T.J. Maxx are among the stores that could move into an old post office site on Lafayette Avenue and Hutchinson River Parkway. Local residents say they're worried about congestion.
The Simone Development has already applied for zoning on the project. If plans go through, the company says it will build 650 parking spaces and open the plaza in the spring of 2013.
