The program was suspended recently amid concerns that the lights were not timed correctly, which led to unfair tickets for drivers.
The lights were all re-certified more than a week ago, but O'Scanlon says the approach to re-certify all the red light cameras was flawed and questionable.
A lawsuit has been filed against New Jersey's red light camera program.
