The Monmouth County SPCA is seeking the public’s help in finding the person who left a dog chained to a fence with a heavy steel chain around its neck in Asbury Park.

Officials say the dog was found in the area of Third Avenue and Langford Street on Friday morning. The dog was taken to the SPCA for care.

The SPCA is urging anyone with information to call 732-440-1539. All tips may remain anonymous.

Asbury Park recently passed an ordinance banning the breeding of dogs and cats within the city, specifically so-called “backyard breeding.” The city did this to cut down on animal overpopulation and animal abuse.
