The survey measured home sales in 20 large American cities. Despite the good news, prices are still 15 percent below levels from a year ago.
"I'm a little bit skeptical that we're going to have a rebound in prices," says Rutgers economist James Hughes. "It's entirely possible we could be bouncing along the bottom for a very long time."
