Authorities say that Owens came to the facility around 8:45 a.m. Monday armed with a gun. He apparently had a prior relationship with one of the women, according to Gloucester County Prosecutor Charles Fiore.
The SWAT team shot Owens after he came out of the building with both of the women.
Owens had fired three shots inside the building, but no one was hurt.
