New Jersey residents and lawmakers are debating a plan that could allow all state residents access to a driver's license, regardless of citizenship status.
Advocates, immigrants and elected officials gathered outside the State House in Trenton Monday to encourage the approval of the legislation.
Pastor Moacir Weirich, who supports the plan, says that it would make New Jersey's roads safer.
"You are identifiable so if you do something wrong you will be recognized," he says, "instead of when people drive without a license, and get into accident and have no insurance."
If the bill passes, it would make New Jersey the 13th state to allow undocumented residents to drive legally.
