Nassau launches ‘Blue Envelope’ program to help drivers with autism during traffic stops

A new law in Nassau County is designed to help individuals with autism and other neurodivergent conditions navigate traffic stops more safely and comfortably.

Beginning March 1, 2027, drivers and passengers who choose to participate in Nassau County’s Blue Envelope Program will be able to present a blue envelope to alert police officers that someone in the vehicle is neurodivergent.

“This is a program that will support our police and the neurodivergent community by de-escalating traffic stops,” said Nassau Alternate Deputy Presiding Officer Michael Giangregorio.

The Nassau County Legislature unanimously approved the measure this year. While the law requires police officers to follow the program’s procedures, participation will remain voluntary for individuals with autism and their families.

Giangregorio said the initiative is personal for him.

“I use my son as an example," he said. "If someone bangs on the window and asks my son to step out of the car, he won’t understand. He will probably be afraid. He will exhibit behaviors."

Participants in the program will receive a blue envelope to present during a traffic stop. The envelope can hold important documents, including a driver’s license, vehicle registration, and proof of insurance. The goal is to provide officers with information that may help improve communication and reduce misunderstandings.

“As the officer comes forward, be clear with them," Nassau Police Commissioner Patrick Ryder said. "Say, ‘Officer, I am part of the new law, and I have an envelope in my glove box that I can show you.'"

Participants will also receive a seat belt sleeve that can serve as an additional visual signal to officers.

Ryder said the program is scheduled to take effect in March. Residents interested in participating will be able to complete an application through the county’s website.

The Blue Envelope Program is not new to New York. Sheriff’s offices across the state, including Suffolk County, began implementing similar programs last year to help improve interactions between law enforcement and neurodivergent individuals.
