The process to legalize marijuana in New Jersey has hit another bump in the road as lawmakers disagree whether there should be penalties for anyone under 21 who uses marijuana, or possesses it.            
Gov. Phil Murphy's office is working with leaders in Trenton to try to figure out the penalties.
Voters approved a ballot question in November that legalizes marijuana for people 21 years or older.
