In an effort to save money, Hoboken's fiscal monitor has filed a layoff plan that could put police and fire personnel jobs on the chopping block.According to published reports, the layoff plan filed Wednesday includes a reduction in force of uniformed and non-uniformed personnel and demotions in public safety.Although the amount of savings for the city was not announced, it?s believed the plan will affect less than 10 percent of the city's work force, creating savings for the 2010 budget. The news caught Vince Lombardi, the president of the Hoboken Police Officers Benevolent Association, by surprise. According to Lombardi, Fiscal Monitor Judy Tripodi did not consult with him or any union leaders about the plan. He says the city is already understaffed by 19 patrol officers and the plan will seriously affect public safety in Hoboken. The state Department of Personnel has 30 days to approve the plan, but Tripodi apparently asked for it to be approved in just 15 days. The plan is expected to be shared with the City Council on April 1, which is the same day contract negotiations are expected to begin with the city's six labor unions.
