Cuomo says the state budget will largely depend on what the federal government does next.

Gov. Andrew Cuomo gave an update Saturday with the latest on the response to the COVID-19 outbreak in New York.
BRIEFING NOTES: 
-Cuomo says hospitalizations are down once again, and notes that the spike happened quickly but now is resolving slowly. New daily cases are down also, to 400.
-Another 157 lives were lost in New York on May 15, up slightly from the day before (132 on May 14).
-Cuomo says Westchester and Suffolk counties are now eligible for elective surgeries and ambulatory care to resume. He says we are 'past the period' where hospitals could only focus on COVID cases.
-Cuomo says the caveat is that 'even as we reopen, we have to remain vigilant.' 
-The governor discussed the $3 trillion relief bill passed by the House. He called on the Senate to act fast on it to fund the states hardest hit by the virus. He said Congress has already funded 'corporations and millionaires,' but alleges 'they forgot the working people,' noting that the states don't fund space exploration but fund police, first responders and the 'all-important' testing efforts for the pandemic.
-He said Congress should make sure there is no special interests and no corporate bailouts in the relief bill, especially for corporations that are laying off workers.
'Let's put the politics aside," Cuomo said, urging senators to not get into "red states vs. blue states" amid the crisis.
