? New Jersey Governor Jon Corzine (D-NJ) has outlined a plan to replenish the state?s road fund that does not include a jump at the pump for drivers.

The governor says his plan will generate more than $5 billion over five years for road projects without increasing the gas tax. Governor Corzine admits his solution, which consists of bond restructuring and redirecting funds, is not a permanent fix for New Jersey?s depleted road funds. The plan also calls for a board to monitor the new money that is accumulated.

Some lawmakers, like State Senator Leonard Lance (R-NJ) are against the plan. Critics say it will create more debt for New Jersey.
