The future of the Gateway Rail Tunnel project remains uncertain.
A deadline to secure federal approval for its environmental impact study passed on April 1.
The Department of Transportation has yet to sign off on the plans.
Planners say they can't secure federal funding without approval.
The deadline was self-imposed by gateway planners.
The project, which could cost more than $20 billion, calls for a new tunnel under the Hudson River.
