Lawmakers are reaching out to Pennsylvania in efforts to cut fireworks sales to New Jersey residents without much luck.

Billboards advertise the sale of fireworks along the Jersey-Pennsylvania border, despite the Garden State's firework prohibition.

"We need to work on a bi-state, bi-partisan basis to find a solution so that Pennsylvania merchants aren't unfairly targeting New Jersey consumers," says state Sen. Tom Kean Jr. (R).

New Jersey residents need to fill out a form to purchase the fireworks. Prior to the purchase, customers must write down information on their residency. The sale is legal even if fireworks aren't in where the customer lives.

Fireworks stores say that form is only to know where the customer hails from. Pennsylvania stores cannot sell to that state's residents without a permit.

"Telling people they can't use fireworks is like saying you can't have Christmas trees at Christmas or turkey on Thanksgiving," says Joe Van, a fireworks store manager in Pennsylvania.
