Residents of New Jersey say some of their fellow drivers must make more of an effort to keep the state's roads clean.

On Route 440 in Perth Amboy, empty containers made it into a bag but not the garbage. "You have people working on time schedules, and they don't have the time to just stop and dump their garbage," says one commuter. "It's just easier to throw it out the window."

Signs have been put up in Hillside warning people that littering carries a $200 fine. But most people don't seem swayed against littering by the potential ticket.

Some drivers say the litter is not only an eyesore, it is a hazard. The trash, along with overgrown plants and trees, make road signage difficult to read.
