Concerned Dover residents packed a town council meeting on Tuesday hoping to hear from the council on a range of topics. But the one topic that stood out the most was a resolution to appoint the town's municipal clerk as custodian of records of the police department.
Dover Mayor James Dodd says over the last few years, the town's chief of police has taken on the responsibility as custodian of records for the police department.
