An Atlantic City business owner claims New Jersey Transit owes him more than $1 million.
Russell Graddy says the agency went back on a promise to let him run a restaurant inside the Atlantic City bus terminal.
Graddy claims NJ Transit also continued to charge him for space he was unable to use.
He says he has had to sell his other property to pay those charges.
An arbitrator recommended Graddy be paid, but he says he hasn't seen a dime since a court ruled he take up his beef with other organizations and not directly with NJTransit.

The transit executive director has committed to discuss the matter with the board.
