A state grand jury has decided not to charge police officers in the death of a man during a traffic stop in Toms River.

The attorney general's office released body-worn camera footage of the encounter, warning that the video is graphic.

John Cassidy could be heard yelling that he couldn't breathe as officers pulled him from his car after discovering an expired registration and active warrants.

Officers pinned him to the ground after he refused to turn off the car or roll down his windows.

Cassidy stopped speaking as officers handcuffed him. The entire encounter lasted less than 30 minutes.

The medical examiner ruled his death was from natural causes
