Twenty-thousand pallets of water sent to Puerto Rico in the aftermath of Hurricane Maria have been spotted from above, seemingly unused and sitting on a runway.
FEMA brought in the water, among other emergency supplies, following the hurricane.
The agency is blaming Puerto Rico for not distributing the water.
Puerto Rico is blaming FEMA, saying after handing out some of the water, residents said it smelled bad and didn't taste good.
According to the head of Puerto Rico’s General Services Administration, the water will likely be returned.
