Ricardo Garden was arrested last week. Officials say he was allegedly in possession of various controlled dangerous substances.
The Essex County Prosecutor’s Office says the 41-year-old intended to distribute marijuana near a school and a public park in Newark.
Garden was released following a court appearance.
