Daishaliz Velez-Fernandez is accused of taking Lincoln Walker Monday afternoon while he was playing outside the Harvest Point Apartments.
Velez-Fernandez was arrested in Delaware. Walker was found in the vehicle and was not hurt.
Police say that they are not related. A motive was not immediately known.
