Mitchell Merkowsky, 20, of Evesham, was arrested last week.
According to police, Merkowsky was confronted in a Rowan Boulevard parking garage after officers received calls about a man looking into dorm rooms and apartments while students undressed.
Police say when Merkowsky was arrested, they seized his binoculars, as well as his cellphone, laptop and a USB flash drive which had videos of women undressing on them.
Merkowsky was charged with invasion of privacy and released on a summons pending a court date.
