New Jersey lawmakers have drafted a bill aimed at boosting security at all of the nation's ports.

Sen. Frank Lautenberg (D-N.J.) and Sen. Robert Menendez (D-N.J.) are part of a task force looking to add more security while dealing with international cargo.

If passed, the bill would make a certification process a requirement internationally. Cargo would need to be checked for chemicals and radiation before even being loaded onto a ship overseas and sent to America.

Menendez and Lautenberg also want to use GPS and other monitoring devices to prevent cargo from being tampered with.

The senators say the most important thing is the prevention of a terror attack in the same vein as Sept. 11.

"If we wait for it to arrive here and there's a chemical or biological nuclear device ? it's too late," says Menendez.
