New restrictions are being placed on bounty hunters by state police in New Jersey.
The new law requires bounty hunters to be licensed by the state. All applicants must have at least five years of experience in law enforcement or as a private investigator.
Applicants must also be at least 25 years old and take a 16-hour course through the state police. Anyone who has documented proof of at least five years of bounty hunting experience will be grandfathered in once they've undergone the new training.
Bail bondman Danny Callahan says most bounty hunters currently out there are ex-convicts and a liability on the streets.
"These are not guys who are for the most part upstanding members of the community," says Callahan. "These are guys who are gypsies, if you will."
