Morris County has a $16 million buyout program to purchase flood-prone homes.
However, the amount the county is offering is just a drop in the bucket for the estimated $3.4 billion that a state commission says is needed to raze 6,300 homes in the Passaic River Basin.
More than $10 million will be used to help buy homes that have experienced severe, repeated flooding or homes that have suffered 50 percent damage by a single flood event.
The rest will be used to buy 70 properties in Pequannock, Lincoln Park, Denville and Parsippany that were heavily damaged by Tropical Storm Irene. Those owners have already applied for federal aid.
