Police: Man caught on video tossing dog over fence charged with animal cruelty

The shelter says the dog tossed over the fence in the video was adopted by a family in Texas.

A man who was caught on video surveillance throwing a dog over the fence of an animal shelter in Atlantic City last month has now been identified and faces criminal charges.

The Humane Society of Atlantic County shared a video that showed a man, now identified as 23-year-old Jahlil McNeal, walking with the dog in the middle of the night. Police say McNeal lifted the dog over his head and dropped the dog into the Humane Society's yard causing the dog to land on its side. The dog was also missing patches of fur, police said.

McNeal, of Atlantic City, was arrested Saturday during a motor vehicle stop in the 1100 block of Baltic Avenue and taken to the Atlantic County Justice Facility. He was charged with four counts of animal cruelty, failure to provide care to animals, theft of services and witness tampering.

Atlantic City police say McNeal has done this before, leaving three dogs at the Humane Society in a similar way back in April.

The shelter says the dog tossed over the fence in the video was adopted by a family in Texas.
