Prosecutors say Alexander Pluchino set fire to some cardboard and other items in the stairwell of the building.
Fire crews got the call Tuesday morning at the apartments on Valley Brooke Avenue.
The 42-year-old faces aggravated arson charges and is in the county jail awaiting a judge.
