Officers then decided to get the children out of the van. Police say aside from leaving the children, all under the age of two, out in the cold for more than 25 minutes, the responding officer was able to reach inside the wide open window and unlock the door.Sheryl Brannon and her husband Victor, of Belville, who were supposed to be watching the children, were arrested when they finished shopping and returned to their car. The Brannons are in jail on child endangerment charges. The children have been returned safely to their parents.
