Hoboken residents voted against a referendum that would have allowed landlords to increase rent to the market rate without a limit in between tenants.
Under the current code, landlords are limited to a 25% increase between tenants after a vacancy of three years or more.
Opponents of the referendum said its approval would have made the city less affordable.
Renters pay over $3,000 on average each month in Hudson County.
