A state grand jury declined to charge a police officer connected to a deadly moped crash in Paterson.
David Lucero, 28, was killed in the incident.
Authorities say that police started to chase Lucero on Union Boulevard in Totowa on Sept. 20, 2023. They say Lucero was driving with another passenger on board. They say that other police vehicles then joined the pursuit as it went into Paterson.

The moped hit a bystander’s car near McBride and Murray avenues, and Lucero and his passenger were thrown from the moped.
Lucero and the passenger were taken to the hospital. Lucero died, and the passenger sustained injuries not considered life-threatening.
