Authorities at the time said that officers were looking into an incident where a driver took off from a gas station without paying. When police approached Ortiz’s car in a parking lot, they say he threw it in reverse, backed into numerous police cars and then drove toward Ocasio.

The officer fired at Ortiz six times, wounding him.
