? The state Department of Transportation has released its findings in the death of two Jersey City police officers who plunged into the Hackensack River from an open drawbridge Christmas night.
In its report, the DOT cites a breakdown in communication between officers and bridge operators, poor visibility due to bad weather, police being unfamiliar with procedures for closing the bridge and a broken traffic gate. The report also questions whether the officers who died, Shawn Carson and Robert Nguyen, and other police at the site were tested for drugs and alcohol. Police Chief Robert Troy says there was no reason to test his officers. The department's report on the accident is due out soon.
Officers Carson and Nguyen were responding to a call to help at the scene when their vehicle fell into the water.
