Dog given reprieve after biting mailman still not home

A Paterson police officer whose dog was taken away still hasn’t been able to get her back, even though he says that he followed all the court-mandated requirements.
Jose Galvan’s American Bully Gabbana bit off the tip of a mailman’s pinky last year. The dog was seized by animal control and was supposed to be put down. However after several court battles, Galvan was told he could get the dog back as long as he followed a checklist of safety protocols.
Gabbana was supposed to come back several weeks ago, but when the inspector saw News 12 New Jersey at the scene, he quickly left without giving back the dog.
“I went behind him and said, ‘You can’t refuse. You have a court order,’” Galvan says. “He just got into the car.”
The inspector came back Friday to the Vernon Township home, but still found faults with some of Galvan’s improvements.
The inspector failed Galvan on two aspects; the “Beware of Dog” sign was too small; and Gabbana’s enclosure wasn’t secure enough.
Galvan’s attorney and the inspector got into an argument over the sign.
“Can you read it?” the attorney asked.
“I cannot,” the inspector replied.
“You cannot read it? Do you need glasses other than sunglasses?” asked the attorney.
The inspector also took issued with the fact that the sign said “Dog may bite/Dangerous dog” instead of “Potentially dangerous dog.”
"As I understand the English language, that's worse than potentially.  Do you agree?" the inspector asked Galvan.
The inspector also said that the top of Gabbana’s kennel was too pliable and needed to be done in either a chain-link fence or solid material.
“I knew he was going to fish for something,” Galvan says. “They’re upset because they settled without their approval and they’re just being bullies.”
Gabbana is staying at a nearby boarding facility and Galvan says he's going to speak with his contractor to see if changes can be made to the dog’s kennel.
Galvan says that he has been able to see his dog often while she stays at the facility.
