Consumer confidence is down nationwide despite signs the economy may be recovering.
A number of New Jersey residents say splurging tax refunds just isn't an option in this financial climate. That reluctance accompanies a 1 percent decline in retail sales nationwide from February to March.
"Ya get behind and it's hard to catch up, so we gotta catch up first," says Terese Velez, of Hamilton.
