Richardson served for more than a decade as a representative for both Ward F and at-large.
Richardson, who was also a retired police officer, served on the council for Ward F from 2001 to 2011, stepping down to take one of two at-large seats.
Jersey City Mayor Steven Fulop, who served eight years with Richardson, called her a "champion for her ward and a champion for Jersey City."
