“The beach is still a vibe, no matter what the weather is," said Arty Lowenstein, a Flatbush resident.
Despite the lousy conditions, swimmers, boogie boarders and surfers were still enjoying the waves.
City beaches are closed to swimming, and lifeguards won't be back on duty until next year.
