New punishments are in effect for anyone starting a "boom party" in New Jersey. 
Acting Gov. Nick Scutari signed a law increasing penalties for cars with huge stacks of speakers that can be heard miles away.  
In 2022, Staten Island officials complained to Elizabeth and Perth Amboy about the loud noise from speaker-stacked cars at waterfronts.  
Scutari is acting governor until Wednesday afternoon when Gov. Murphy returns from Italy.
