The state Assembly has passed a bill it hopes will help domestic violence victims in the Bronx and the rest of the city move forward.The bill allows domestic violence victims to break their leases with landlords if they need to move. It covers a variety of situations, including abusive relationships, stalking or threats. One of the bill's supporters is Assemblyman Carl Heastie (D-Bronx), who points to a 1998 study as part of the reason the bill is needed. The study found that 22 percent of homeless people had left their homes because of domestic violence.Supporters of the bill say they expect it to be signed into law by Governor Spitzer (D-NY).
